Our proceedings are governed by Town Meeting Time, a Handbook of Parliamentary Law. As presiding officer and by statute, the moderator decides alll questions of order and "makes public declaration of all votes." The Moderator serves a three year term. The other very important responsibility of the Moderator is the appointment of the Finance Committee (FinCom). In our community, the FinCom consists of 7 members with three year terms that expire in a rotation such that approximately one-third of the board's terms expire annually.
