Finance Committee
The Finance Committee is an advisory board consisting of 7 members appointed by the Town Moderator. The prime responsibility of the committee is to make recommendations on all financial matters, including the budget, to the Charlton town meeting. The Finance Committee also has responsibility for authorizing transfers from the Reserve Fund. The Reserve Fund is money appropriated each year by town meeting to cover extraordinary and unforeseen expenses that arise during the fiscal year, which runs from July 1 to June 30.
The Budget Process:
The Budget process takes place throughout the year. The Town Administrator confers wtih department heads, boards and committees to develop specific budget proposals which they feel will best meet the needs of the Town of Charlton for the upcoming fiscal year. From these meetings a draft budget is formulated by the Town Administrator and presented to the Board of Selectmen and the Finance Committee for discussion and review.
Throughout the year Finance Committee meetings are held continually on a combination schedule and as needed basis, but always prior to any Town Meetings. All meetings comply with Open Meeting Law, which emans they are posted in advance and are open to any member of the public.
