Board of Selectmen (Seat 1) - 3 Year Seat (Choose One)
Frederick C. Swensen

My name is Frederick Swensen

I am a candidate for re-election to the Charlton Board of Selectmen.

I have lived in town for over 20 years with my wife Cyndi, daughter Krysten and son Matt.

I am an active member of the Federated Church of Charlton where I serve on the Music Committee and have served on the Business Committee.

I am also a small business owner in Charlton.

I am very proud of my long record of service to the Town.

I coached in the Charlton Lassie League for 10 years, serving as President for 5 years.

I served on the Heritage School Council for 5 years.

I served as a Recreation Commissioner for 4 years and have just completed my first 3 year term as Selectman, currently serving as Chairman.

I am very proud of the accomplishments of the Board during my first term, including;
  • Signing the Intermunicipal Water Agreement with the Town of Southbridge. This long overdue agreement was years in the making, We got it done during my first term.
  • Settlement with Exxon/Mobil. Relating to fuel spill at Mass Pike Rest area 6W. These spills occurred in the 1980’s. Working with the Water/Sewer Commission and the D.E.P., we presented a united front and worked on a settlement with Exxon/Mobil, which will help develop out town water supply. E/M also agreed to continue discussions regarding other problem areas in town.
  • Worked with Casella Waste Systems to bring reduced rate trash collection and recycling to the town.
  • Increased the Town s’ Stabilization (savings) Account to $1.6 million. This is critical in these challenging times.
  • Presented balanced budgets to the town all three years of my term.
  • Increased Town Fire/EMS services to 24/7 coverage.
  • Participated in Group Settlement claim against several oil companies with regards to contamination caused by MTBE. This action resulted in settlements to the town of over $1.8million which will be used to further implement our town water system.
These are the most financially difficult times we as a town and we as individuals have faced in generations. Over the next number of years we will be facing extremely difficult decisions.

I deeply believe that now more than ever we need a Selectman with experience. Not just experience on the Board, but experience in business and most importantly, experience in life.

I understand what it means to make a mortgage payment. I know what it is like to have to meet payroll every week. I know what it is like to have people with families depending on me for their livelihood.

I deeply understand the implications of looking at things like layoffs within Town and reducing budgets.

In addition, while facing these issues we must also work towards creating new growth in Town on both the residential and commercial sides. Again, experience is a key component in making this happen.

It has been an honor and a privilege to serve the Town of Charlton as Selectman these past three years.

I look forward to the opportunity to continue the work I have started and ask for your vote on May 2.

Thank You.
Joseph J. Zafarowicz

Statement will be posted when received.
Board of Selectmen (Seat 2) - 3 Year Seat (Choose One)
John R. Bacon, Sr.

My name is John (Jack) R. Bacon. I have live in Charlton for 35 years with my loving wife Sandra Bacon and my children. I have served on numerous boards including Town Assessor and many other boards and committees. I have been a Selectmen for 9 years and am proud of the accomplishments we have made so far and would like to be able to finish what we started. I find great pleasure in working with the Board. We have a board that compliments each other and is a pleasure to work with. I thank all the citizens for all their support in past years and would like to serve the community one more time. Please vote for me at the Annual Election to be held on Saturday, May 2, 2009 from 8am – 8pm at the Heritage School.
David M. Singer

David Singer is currently the Charlton town Moderator, is married to his wife Elizabeth and has two children in our school system. David is a founding partner of creative services boutique Singer Creative Services which provides digital photography, video and marketing, advertising and PR services to its clients throughout New England and is an award-winning, nationally published photographer and writer.

David is deeply concerned with insuring the future growth and well being of our town and that concern matches well with his integrity, intelligence and strong family values. In David, you’ve found someone for whom action means more than words and who sincerely places the interests of our town first, where it belongs.

“As your next Selectman I will work to enact effective bylaws regarding violent sex offenders to keep our families and neighborhoods safe and will work to close a loophole in our existing town bylaw regarding that issue. I will work to incorporate new and fresh ideas to improve the efficiency of and overall voter turnout at our town meetings. I have a lot of good ideas that I will pursue regarding the water issue our town is facing and the future economic development of our town – critical issues that affect us all. As your next Selectman I will take a conservative approach when dealing with our towns finances. That is the appropriate way whether the economic climate is good or bad. I will carefully weigh every decision as your next Selectman and work to insure your tax dollars are not wasted.

Over the years I have developed many relationships and strong friendships with elected officials at both the local and state levels. These relationships, based on earned trust and mutual respect, put me in a unique position to help our town as your next Selectman. It would be an honor to continue to serve my community and to be able to do so as your next Selectman. I ask for your support and your vote on May 2. Please vote for me, David Singer, as your next Selectman for the town of Charlton.”
